Change the message format of the cookie server to take commands and return responses instead of the terse reponse form used now.
Implement an indexing scheme to look up any name, host, or cookie number quickly. At the moment, only the last 2000 accessed entries are stored in memory.
Change the cookie data on the user's machine to a hash.
Change the cookie code on the site to reflect the change.
Set the cookie on each machine based on the account when a user logs in, instead of the other way around.
Reset the cookie numbers.
Implement IP based cookie references for those users without working cookies. Implement URL rewriting for those with changing IP addresses.
