Your site doesn't have a privacy policy, which is required for the AdSense programme. It is a fairly recent requirement to publishers that setup ads some time ago have missed this.

That might be an issue, however, I was told specifically it had to do with fraudulent clicks. Doesn't matter a great deal to me now since I can't use it anymore, but still good to know for others.
