I am going to come back to this issue, since it might have been overlooked :) The concern was that people submit pictures for their profile that are huge in size - which are hell on low bandwidth and dialup users. Just this week someone has uploaded a 3MB image...
It could be controlled with a limit on the size of the image allowed, and/or a thumbnailing script that uses image manipulation to compress it. Another suggestion might be to deny BMP images, as they are naturally larger in size.
