Jeeves only sending stuff to certain people

There should be a way so that people that didn't want to see all the messages that comments had been added, cams turning on and off, etc etc. This should be easily doable by making Jeeves send those messages by "/notice +#cam $message", and voicing the people that want to see them. The people without voice won't see them. (The only downside to this is that ops will see them too.
